Бо мақсади тарбия намудани ҷавонон дар руҳияи ватандӯсти, ифтихори милли, ҷалб намудани онҳо ба донишгоҳу донишкардаҳо ва сазовор ҷашн гирифтани 27-умин солгарди истиқлолияти давлатии Ҷумҳури Тоҷикистон бо ташаббуси Кумитаи иҷроияи ҲХДТ дар шаҳри Бохтар дар якҷояги бо ТҶҶ «Созандагони Ватан» аксияи ҳизбӣ таҳти унвони «Истиқлолият неъмати бебаҳост» дар шаҳри Бохтар доир гардид. Дар он зиёда аз 450 маводҳои таблиғоти тақсим карда шуд. Аз тарафи кормандони масъули Кумитаи иҷроияи ҲХДТ дар шаҳри Бохтар ба онҳо фаҳмонида шуд, ки Истиқлол волотарин ва пурарзиштарин дастоварди давлату миллати тоҷдори тоҷик аст, ки бисту ҳафтсол сол муқаддам муҳимтарин воқеаи таърихии сарнавишти миллати тоҷик ба вуҷуд омад: Истиқлолияти давлатии Ҷумҳурии Тоҷикистон эълон гардид. Ин ҳодисаи фараҳбахш аввали моҳи сентябри соли 1991 ба вуҷӯъ пайваст ва 9 сентябр расман Рӯзи Истиқлолияти Ҷумҳурии Тоҷикистон қабул гардид. Аз ҳамон вақт то имрӯз ин санаи муборак барои миллати тоҷик иди муқаддас маҳсуб мешавад.Ин неъмати бузург баробари ба даст овардан, нуру зиё, меҳру вафо, ободию озодӣ, ҳамфикрию ҳамзистӣ ва осоиштагиву абадиятро ба мардуми бузурги тоҷик ва Тоҷикистони азиз овардааст.
