«Мо таъмини истиқлолияти энергетикӣ ва истифодаи самарабахши нерӯи барқ, аз бунбасти коммуникатсионӣ баровардан ва ба кишвари транзитӣ табдил додани Тоҷикистон, ҳифзи амнияти озуқаворӣ ва дастрасии аҳолии мамлакат ба ғизои хушсифат, инчунин, вусъатдиҳии шуғли пурмаҳсулро ҳамчун ҳадафҳои стратегии худ интихоб намуда, нақшаи гузариши иқтисодиёти кишварро аз шакли аграрӣ - индустриалӣ ба индустриалӣ - аграрӣ амалӣ гардонида истодаем». Маҳз ҳамин нуктаҳо, ки дар Паёми Асосгузори сулҳу ваҳдати миллӣ – Пешвои миллат, Президенти Љумҳурии Тољикистон, муҳтарам Эмомалӣ Раҳмон ба Маљлиси Олӣ садо доданд, моро низ водор кунонд, ки ҳама дар якљоягӣ метавонем мушкилиҳоро паси сар карда, Ватанамонро ободтар созем. Дар баробари ин Пешвои муаззами миллат аз ҳадафи чоруми миллӣ дар паёми имсолаи худ, ки саноатикунонии босуръати кишвар мебошад хабар доданд.

Воқеан, ҳифзи озодиву истиқлолият ва манфиатҳои милливу давлатӣ вазифаи муҳимтарини ҳар як фарди бо нангу номус, ватандусту ватанпарвар ва худшиносу худогоҳи ин мамлакат аст.

Паёми Пешвои миллат, муҳтарам Эмомалӣ Раҳмон ба Маљлиси Олии мамлакат дар замоне ироа гардид, ки Тољикистон ба марҳилаҳои нави рушд ворид гардида мардуми кишвар ба сўи ояндаи дурахшон дилпурона қадам мегузорад.

Бо боварии зиёд гуфта метавонем, ки ин суханҳои роҳбари давлат дар ин раванд барои таъмини амният, сулҳу суботи љомеа ва ваҳдати миллӣ, ба хотири ҳифзу таҳкими дастовардҳои замони соҳибистиқлоли ва пешрафти босуботи иқтисоди миллӣ, аз худ намудани ҳамаи самтҳои зиндагӣ љорӣ намудани намудани навгониҳои илму техника, дарки масъалаҳои афзалиятдоштаи пешрафти мамлакат ва ҳалли саривақтии он равона гардидаасту ин иқдом аз ҳар яки мо масъулияти дучандро талаб мекунад.

Ҳоло бошад дар кишвар татбиқи 70 лоиҳаи сармоягузории давлатӣ ба маблағи умумии 30 миллиард сомонӣ идома дорад.

Дар 10 соли охир ба иқтисодиёти Тоҷикистон дар ҳаҷми зиёда аз 33 миллиард сомонӣ сармояи мустақими хориҷӣ ворид гардидааст, ки қисми зиёди он ба рушди соҳаҳои энергетика, алоқа, сохтмон, истихроҷу коркарди канданиҳои фоиданок ва бунёди инфрасохтор равона шудааст.

Дар ин давра ба давлату Ҳукумати Тољикистон муяссар шуд, ки дар таъмини истиқлолияти энергетикӣ бо маблаѓгузории 36 милиард сомонӣ иншоотӣ хурду азими муҳимро оид ба истеҳсолу интиқоли барқ сохта, истифода диҳад. Аз љумла, дар ин давра низоми ягонаи энергетикии кишвар бунёд гардида, 1520 мегаватт зиёд карда шуд ва беш аз 1300 километр хатҳои интиқоли барқи баландшиддат сохта, ба истифода дода шуданд. Ҳамин сиёсати хирадмандонаи Пешвои миллат буд, ки соли ҷорӣ мо на танҳо барои ноил шудан ба истиқлолияти энергетикӣ қадами устувор гузоштем, балки бори аввал дар 27 соли соҳибистиқлолии кишварамон ду соли охир мардуми мамлакатро пурра бо барқ таъмин намуда, дар ҳаҷми қариб 3 миллиард киловатт - соат нерӯи барқ содирот кардем.

Тавре Президенти Љумҳурии Тољикистон, муҳтарам Эмомалӣ Раҳмон ба Маљлиси Олии кишвар баён доштанд: «Тибқи арзёбии созмонҳои байналмилалии молиявӣ Тољикистон аз рўи фоизи истеҳсоли «энергияи сабз», яъне неруи аз љиҳати экологӣ тоза ба қатори шаш кишвари пешсафи сайёра шомил гардида, имрўз истеҳсоли ин намуди энергия дар кишвари мо 98%-ро ташкил медиҳад».

Пешвои миллат дар ин самт пешниҳод намуданд, ки бо мақсади дастгирии минбаъдаи соҳибкорон дар кишварамон “300 рӯзи ислоҳот оид ба дастгирии соҳибкорӣ ва беҳтар намудани фазои сармоягузорӣ” амалӣ карда шавад.
