ВОКУНИШ. Дар замон ва ҷомеи муосир ҳизбу ҳаракатҳои ва равияҳои гуногуне пайдо гардида, амал карда истодааст, ки онҳо харектери иртиҷоӣ  ва зӯроварӣ доранд ва агар онҳо фурсат ва шароити муносиб ёбанд, метавонанд, ки пеш аз ҳама ҷавононро  ба худ ҷалб карда, ба ин васила мақсадҳои ғаразноки худро амалӣ намоянд. Яъне дар ҷавонон, ки шуури тозаву таҷрибаи кам доранд имконияти бештаре мавҷуд аст, ки  онҳоро ба самте равона созанд. Аз ин лиҳоз давлату Ҳукумати Ҷумҳурии Тоҷикистон Барномаҳои зиёдеро таҳияву баррасӣ менамояд то ки ҷавонон ба ҳар гунна ҳизбу ҳаракатҳои  бегона шомил нашуда, дар марҳилаи кунунӣ  ба омӯзиши илм, аз худ кардани ҳунар ва варзиш, ки дар воқеъ қосиди сулҳ ва гарави саломатӣ маҳсуб мешавад, машғул шуда, роҳи неки зиндагиро интихоб намояд.

Асосгузори сулҳу ваҳдати миллӣ-Пешвои миллат, Президенти Ҷумҳурии Тоҷикистон муҳтарам Эмомалӣ Раҳмон дар Паёми худ ба Маҷлиси Олии Ҷумҳурии Тоҷикистон, ки санаи 22.12.2016 ироа гардида буд, қайд кард, ки «Бо дарназардошти саҳми ҷавонон дар рушди ҷомеа ва иштироки фаъолонаи онҳо дар ҳаёти сиёсию иқтисодии мамлакат пешниҳод менамоям, ки соли 2017 дар Ҷумҳурии Тоҷикистон «Соли ҷавонон» элон карда шавад.

Бояд қайд кард, ки Пешвои муаззами миллат, Президенти мамлакат  муҳтарам Эмомалӣ Раҳмон пайваста дар ҳар як баромадашон ба ҷавонон рӯ оварда, таъкид менамояд, ки  «Ҷавонон ҳушёрию зиракии сиёсиро аз даст надода, фирефтаю пойбанд ва пайрави  равияхои бегона нагарданд».

Бо эътимоди комил метавон қайд кард, ки  мо ҷавонони имрӯза дастгириҳои  давлату Ҳукумати Ҷумҳурии Тоҷикистон, махсусан  Раиси муаззами ҲХДТ муҳтарам Эмомалӣ Раҳмон ва фаъолияти ҳизбу ҳаракатҳои  бегонаро дар майнаи худ таҳлил карда, роҳу равиш ва пайрави ки будани худро маълум кардаем. Мо асло намегузорем, ки ифротгароён тавассути мо ҷавонон мақсадҳои ғаразноки худро амалӣ намуда, ҷомеаи имрӯзаро, ки дар воқеъ як фазои озод ҳукумфармост, нотинҷу ноором созанд.

Мехоҳам хотирнишон созам, ки Асосгузори сулҳу ваҳдати миллӣ- Пешвои миллат, Президенти Ҷумҳурии Тоҷикистон мухтарам Эмомалӣ Раҳмон зимни сафари кориашон ба ноҳияи Балҷувон санаи 27.07.2017   дар маркази ноҳия ва ҳам дар Ҷамоати деҳоти Сари Хосор ба мардуми ноҳия  рӯ оварда, қайд карданд, ки: «Ман изҳори сипосу минатдории худро ба падарону модарони ҳамин  сарзамин байён менамоям, зеро ба чунин як  сатҳи душвории зиндагӣ нигоҳ накарда, то имрӯз ягон нафар  ҷавонон аз ноҳияи Балҷувон ба равияхои террористиву экстремистӣ шомил нагардидааст». Аз ин  каломи Пешвои муаззами миллат муҳтарам Эмомалӣ Раҳмон бар меояд, ки  ҷавонони ноҳияи Балҷувон бо садоқатмандӣ ва ҷонибдори  аз сиёсати имрӯзаи давлату Ҳукумати Ҷумҳурии тоҷикистон, ки асоси онро созандагию бунёдкорӣ ташкил медиҳад, созандагон ва ҳомиёни ватани азизу маҳбубамон ҳастанд.
